The ONLY situation where its a problem is what miike said:your enemy doesnt use shield, you use cluster at a range where you normally would hit maximum 2-3 missiles, his shield-cluster hits you with 4 missiles. This should get fixed.
How is this any diffrent? You used Fire Spray on enemy Shield, you fucked up too. You get punished.

EDIT: It's not like I don't agree with changing Shield. Of course I do. However, as mentioned already, it's getting done sooner or later.
EDIT2: Getting punished the same way by Bouncer is totally diffrent story. Bouncer has maximum damage on close range anyway, it doesn't matter if you are in the enemy or near him. Fire Spray gets it's maximum damage from exploit and in most cases it doesn't deal it's full damage on close range.
Bouncer is designed to be this way. Fire Spray isn't.
EDIT3: Since some parrots still might not understand, the "fix" I'm proposing will cause the following:
1. Shield vs Fire Spray on close range would deal 7.2 damage instead of 14.4
2. TPing into enemy will cause Fire Spray to deal 7.2 damage instead of 14.4
3. The trajectory of Fire Spray projectiles will barely change (according to the first proposition), having the two projectiles on the sides shot 0.1 second later. Note that this won't make the spell delayed. The two main projectiles in front of you, the ones most likely to hit, will still appear at the same time.
